This is what I would recommend:
1) hit the gym to add quality weight on your frame
2) you need to create a calorie surplus to gain muscles/weight (my eBook “How to Gain 5kg in 10 Weeks” exlains)
3) Make sure you get quality nutrition in your calorie surplus, dont just eat anything and everything.
4) Once you are happy with your overall size/frame, than you can focus on losing weight to get cut and focus your attention on the fat layer.
